On Balance between Judicial Initiative and Neutrality

The judicial initiative in China has been given the new value and conception with Chinese characters. And the practice of such initiative is the demand of the time that the people’s courts should carry out earnestly the judicial tasks. The judicial features of being political, serving people, prospectiveness are not contradictive with the judicial neutrality, standardization, justice and authoritativeness. In practice of judicial initiative, we should follow the fundamental rules of judicial work, stick to judicial and social justice and seek for the balance between judicial initiative and neutrality.
