A Probe into LIANG Qi-chao’s Local Governing Thoughts before and after Reform Moverment in 1898

LIANG Qi-chao was a representative of Refom Movement of 1898 and a constitutionalist in modern China. His local governing thought was an important part of his thoughts concerning civil rights and constitutional government. Before and after Reform Movement of 1898, LIANG made great contributions to the propaganda and practice of his local governing thoughts. Besides, he participated in foundation and construction of a series of local governing organizations, such as Association of Southern Studies, Hunan Protection Bureau and Political News Agency. His affirmation and impetus of local government is still significant for reference nowadays.
