On the Wisdom of Rule by Law in Construction of a Harmonious Society: A Perspective of Administration by Law

Constructing a harmonious society is both the goal and task of our party and the law-ruling government directs such a society. One of the principles of the harmonious society is to realize the democracy and rule by law and improve the administration by law. The socialist democratic construction is an important strategic target of modernized China. And the administration by law is the primary requirement and the necessary choice of politic civilization and is the fundamental principle pursued by the foundation law ruling countries as well. And it is the key to the formation of a good atmosphere for a harmonious society. It is a core and foundation to drive the scientific, judicial and modern administration. Accordingly, we should take measures to standardize and democratize the administrative legislation, perfect the administrative enforcement of law, achieve diversified, non-powered, institutionalized and open enforcement of law, overcome the power oriented conceptions, improve the legal system of administrative procedures, and hence promote the construction of a law ruling government.
