.A Study of Some Issues in the Scientific Development of Newly Built Normal Universities in Cities at Prefecture Level in Western China

To realize the scientific development, the newly built normal universities in cities at prefecture level in Western China should have to tackle five main relationships between university-running orientation and sustainable development, universities’ development and local governments, personnel training and personnel need in the local economic and social development, subject development and specialty construction, and staff construction and university running quality.
