    Mechanism Designed for“Being a Promising official” at the Grass-root Level

    • The reasons why cadres at the grass-root level are unwilling to do things mainly include cadres’“unwillingness” caused by the lack of incentive mechanism,“being unable to” due to the absence of guarantee system, and“having no courage to” for the shortage of legal ecology. The key to coping with such“doing-nothing” cadres from the grass-root level lies in the optimization of the incentive mechanism, enhancement of the guarantee system and construction of the legal ecology.
