Due to differences in both domesticate and foreign situation, diplomatic notion and behaviors, the policies to Myanmar held by George Walker Bush Government and Obama one are greatly different. The former conducted with unilateral logic and stressed ideology. To Myanmar, he only took sanction and isolation policies, and suppressed the country toughly. While the latter depends on the multilateral mechanism and international cooperation, becomes indifferent to ideology, and holds policies of sanction and contact. And he exerts pressure on the country mildly. Different strategies have lead to different effects.
