    Rural Labor Transfer in Developed Countries and Its Referential Value in China

    • The transfer of rural labor to the non-agriculture industries and the towns is an inescapable process in the modernization of a country or region. The general practice of rural labor transfer in the developed countries is as follows: industrialization and urbanization as a source of driving force; great efforts made in the training of farmers; to find a proper transfer mode fit for the national conditions as the key to the success in the transfer. Based on the above enlightments, analysis is done to find out about the problems in our country and the following measures are put forth: to select a mode that suits the national conditions for the transfer of the rural labor; to step up efforts to prompt the agriculture modernization; to speed up the reforms and readjustment of relevant laws and policies; to strengthen education and training so as to enhance farmers' employability; more emphasis placed on the construction of infrastructure to prompt the transfer of rural surplus labor; to take a gradual and orderly approach thus to push forward the agricultural modernization.
