Abstract: Our university proposed the “3+1” curriculum construction scheme(Basic on English education and Network practical course)in college foreign language teaching in line withThe Basic Requirements of College English course made by Education Ministry of China and the objectives and requirements of college foreign language teaching for the construction of application-oriented university. Under multimedia web-based instructional environment, we can construct a student-oriented and teacher-directed new teaching model with such characteristics as hierarchicalization, individuation, autonomization and informatization, realize the purposive cultivation of foreign language ability of applied talents, and establish more scientific, reasonable college foreign language curriculum system
