Abstract: During the period of Sixteen States, the Hehuang region of Qinghai was once under the control of Early, Late, Southern and Northern Liangs. Out of various reasons, many counties were organized, which led to a tide of administrative construction in this region. At the same time, this changed the previous administrative division and distribution of towns and had exerted profound influence on generations to come.
