Abstract: The implementation of the telecom billing system is based on the popular Spring MVC pattern, the user-friendly database Mysql, and the open source server Tomcat. In the design, the designer, adhering to the development principles of software and database system, examined the issue from many different perspectives including the current background, demand analysis, database design, functional design, and relevant technical framework. After a series of business sorting, such a system had been set up and gives a rather satisfacory performance in the test.
