Mechanism Designed for“Being a Promising official” at the Grass-root Level

摘要: 激励机制缺乏导致的“不愿为”,保障机制缺位导致的“不能为”,法治生态缺失导致的“不敢为”是基层领导干部“为官不为”的主要原因。 治理基层领导干部“为官不为”的关键在于优化激励机制、强化保障机制和建设法治生态。Abstract: The reasons why cadres at the grass-root level are unwilling to do things mainly include cadres’“unwillingness” caused by the lack of incentive mechanism,“being unable to” due to the absence of guarantee system, and“having no courage to” for the shortage of legal ecology. The key to coping with such“doing-nothing” cadres from the grass-root level lies in the optimization of the incentive mechanism, enhancement of the guarantee system and construction of the legal ecology.
