Abstract: Since the18th National Congress of CPC, the construction of village-level service-oriented party organizations in China has been increasingly promoted. The problems facing with such construction mainly involves lagging organization, weak ability of service, and service in administrative way. The causes of such problems lie in inadequate importance attached by the upper township to the construction of village-level party organizations, country’s brain drain, and bureaucratization of party or- ganizations and the country-specific political ecology. Therefore, we should take the construction of village-level party organiza- tions as the greatest political achievement through the following means: broadening the channel of choosing and training rural talents, conversion of service modes, and realization of composite service.
