Abstract: The development conceptions, “innovation, coordination, green, opening and sharing”, are the concentrated reflection of development experience of China's opening and reform. They have reflected the CPC's new understanding of development rule. In practice of these “Five Development Conceptions”, leading cadres at various levels should constantly improve their ability of implementing the significant strategic decision either from central or provincial committee of CPC, ability of services for duty and ability of reining the economic and social development.
