Abstract: The construction of subject and specialty is the most fundamental project of a university. And the newly built local universities in West China have encountered more problems than one in such construction, like weak strength and lack of specialty feature. Only when these universities strengthen the construction of practical subjects and specialties can they effectively improve their university-running quality and levels.
