Abstract: The construction of library consortium in the small and medium-sized cities is an inevitable requirement in the Chinese urbanization construction. Urbanization construction puts forward the demands about all kinds of specialized knowledge; about the various demands for reading and the continuing education among the citizens; about the demands for the strengthening of the construction of spiritual civilization and for the putting into practice the socialist core values. In the background of the urbanization construction,a re-examination of the library consortium construction is rather urgent and necessary. And governments in the small and medium-sized cities should take the lead in the construction of library consortium.
